Context:

Right now we have five admin accounts which are able to create proposals to fight possible spam or trolling.

If we want to open up proposal creation to everyone we should have some counter measures in place.
For this reason we are setting up a minimum amount needed to create a proposal.

In case a LTX holder with less LTX has a good proposal the idea should still be picked up quickly by larger LTX holders based on gametheory.

Aside from the minimum LTX requirement (which I agree with), could there be any sort of staking or liquidity requirement in place in order to create a proposal? My suspicion is that spamming/trolling or otherwise nefarious proposals could still come from a wealthier LTX purchaser who meets the minimum amount. Additionally, this may add value to holding LTX and ensure that proposals are truly coming from the LTX community.
